This is a high-powered transmitter hub where busy RF traffic is collected, collated and collimated into a laser beam capable of achieving multiple megawatt power levels. It's used for super-efficient burst communications, tight-beamed across solar system distances, or sometimes even interstellar. The "business end" is pointing away from us, which is good, because this close we'd get vaporized even by a 1-second use.
